I contributed approximately 12k from 2002 through 2012 with after-tax money. Can I withdraw it without penalty.

You can withdraw an amount less than or equal to contributions made to a Roth IRA, at any time, without penalty. If you withdraw your earnings, you may be subject to penalties.
